Baoshan

January 10, 2006

Baoshan District, located in the north part of Shanghai (at the intersection of the Yangtze River and the Huangpu River), is the seaway gate of Shanghai with a total area of 425 square kilometers and a population of 1.3 million. Its northeast part is close to the Yangtze River, and the east to the Huangpu River. The south part abuts on four districts of Yangpu, Hongkou, Zhabei and Putuo, and the west marches with the Jiading District, while the northwest corner adjoins the city of Taichang, Jiangsu Province. Changxing Island and Hengsha Island that lie down on the south stream of the estuary of the Yangtze River were previously under the jurisdiction of Baoshan, but now part of Chongming. As a riverside and coastal region, Baoshan boasts environment amenity with higher greenery coverage and urbanization level.

Baoshan (literally "Treasure Hill", named by Emperor Yongle) earns its name from a manmade hill, serving as a navigation sign, piled up in 1412 (Ming Dynasty) on the seashore for shipping traffic at the Yangtze estuary. Though it collapsed in 1582 and was inundated, the name continued to be used till today.

The district was originally subordinate to Jiangsu Province. It was separated from Jiading County in 1742 (Qing Dynasty). At the outset of its construction, its south was to today's Tianmu Road, Zhabei District! Besides, its southeast extended to the Gaoqiao area, east of the Huangpu River.

In 1928, seven towns or villages of Zhabei, Jiangwan, Yinhang, Wusong, Pengpu, Zhenru and Gaoqiao were incorporated into the Special City of Shanghai. Therefore, its area reduced a half. During the War of Resistance Against Japan after 1937, it was under the administration of City Shanghai. However, after the war, the whole area was again subordinate to Jiangsu Province, except Dachang, which had been incorporated into the City of Shanghai.

After the liberation, Baoshan was part of Sunan Administrative Areas. Later, it was under the direct control of Jiangsu Province. In 1958, it was part of Shanghai. Wusong District was founded in 1960 but incorporated into Yangpu District in 1964. However, after 1980, to facilitate the construction of Baosteel, Wusong District was set up again. In January 1988, with the approval of the State Council, Baoshan County and Wusong District were rescinded and Baoshan District was formally set up.

The territory of Baoshan is an alluvial plain of the Yangtze Delta. It is formed by constant depositing of silt brushed down mainly by the Yangtze River, under the joint function of river stream and sea tide. The part of land is boundless stretch of plain at the Yangtze Estuary. The district borders on the river and faces the sea, and river courses are dispersed vertically and horizontally. The rich soil is quite propitious for various crops to grow, such as grain, cotton, rape, vegetable, fruits, and so on.

Strong industrial establishments bolster the development of Baoshan. The integrated development of Baoshan District and Baosteel jointly forged the Yangtze Delta industrial hub, forming the fine steel industrial base of Shanghai. World Top 500 enterprises have swarmed into the district one after another. Besides, a large number of private enterprises are developing their business in the district, a promising land.

The district is blessed with unique advantages in transportation. In the seaway, it is connected to over 400 harbors in more than 100 countries and regions. For multi-modal transportation, a network knitted by railways, subway lines and expressways has been formed.

Baoshan has favorable humanistic environment. Throughout its history, it witnessed a series of events, including the opening to international trade of Wusong a century ago, the practicing of pedagogical ideology of Tao Xingzhi, the construction of the first railway of China, the establishment of the largest modernized steel mill of China (Baosteel) and the immigration of Shanghai University. The above combine to make Baoshan increasingly reinforced in its historic, cultural, scientific and educational foundation.
